In North Carolina, public water and wastewater systems may charge a fee for new development which plans to connect to the County's water and/or wastewater system. These fees – known as System Development Fees - enable water and sewer utilities to recover their costs associated with new development.

Per state law, water and wastewater utilities are required to conduct an analysis related to their System Development Fees at least every five years. Union County conducted this analysis in the spring of 2025, in advance of the Board of County Commissioners' annual budget deliberations.
