The Caught in the Act Award recognizes County employees who go above and beyond their daily responsibilities to make a meaningful difference.

Draper was nominated by a colleague for his work supporting operations at the Yadkin River Water Treatment Plant, which is preparing for an upcoming CO₂ pilot test to address elevated incoming raw water pH levels, which has created unforeseen operational challenges. As part of the pilot project, the County was responsible for connecting electrical power to the vendor-provided equipment. After receiving quotes from outside contractors, staff determined the projected installation costs were significantly higher than anticipated.

At that point, Draper, a certified electrician, stepped forward to complete the work in-house with approval from his supervisor. After reviewing project plans and ordering the necessary materials, he safely and successfully connected the pilot equipment to shore power - eliminating the need for an outside contractor. His initiative and expertise resulted in an estimated savings of approximately $46,000 for the utility.

In the award nomination, Water Treatment Superintendent Brian Jackson praised Draper's commitment and teamwork, noting that his efforts made “a significant positive impact, both budgetarily and in building team cohesiveness.”

County leadership also recognized the broader impact of the work and surprised Draper with the spring 2026 Caught in the Act Award on May 12.

“Employees like Mike demonstrate the innovation, problem-solving, and dedication that help move Union County forward,” said County Manager Brian Matthews. “His willingness to step up and find a cost-effective solution reflects the strong commitment our employees bring to serving customers and residents every day.”

The Yadkin River Water Treatment Plant plays a critical role in delivering safe, reliable water service to the community, and collaborative efforts like these help ensure operational efficiency while responsibly managing resources.
